Acknowledging Racism Where It Exists

Bearing Witness and Doing Good

I’ve been thinking about bearing witness and doing good. This last month I’ve been thinking of it in terms of my practice and the state of our country. Part of the current state of our country is clearly rooted in racism. Racism is not just a matter of people with obviously hateful attitudes. It is also the quieter decisions, the excuses, and the systems that treat some people as less worthy of safety, dignity, and belonging. There are multiple definitions of racism, but I find this one to be helpful and clear.

Racism is a system of advantage and oppression based on race, maintained through policies, practices, and cultural norms that reinforce racial hierarchies, whether or not individuals consciously intend to be racist.

When we talk about racism, we are not only talking about slurs and insults. We are also talking about how society is built, who is seen as fully human, and whose suffering is ignored or explained away. Today we see this when American citizens are racially profiled and it is called “immigration enforcement.” When someone is stopped because they are brown, or Black, or have a certain last name, that is not neutral law enforcement, that is racism being justified with legal language. We also see it in dehumanizing images, such as posting pictures of Barack and Michelle Obama’s heads on ape bodies. This is not just “bad taste” or “edgy humor.” It echoes a long and brutal history of comparing Black people to animals, in order to justify slavery, segregation, and violence. It is clearly racist, and it is morally outrageous.

If a person cannot see that, or refuses to admit it, the issue is not subtlety. It is a refusal to recognize the humanity of others. And when a platform says, “someone else posted it,” but will not apologize, moderate, or hold anyone accountable, that is not neutrality, it is participation. If we care about ethics and morality, if we care about spiritual practice, then we have to care about this.

A Brief and Honest History of Racism in the United States

This history is painful but naming it clearly is part of honoring those who have suffered, and it helps us not repeat the same patterns in new forms.

Slavery and Its Legacy

  • African slavery in the United States was formally present from the early 1600s
  • Enslaved Africans were recorded in Virginia as early as 1619
  • Slavery became legally and economically central in the colonies, and later the United States
  • The Thirteenth Amendment, adopted in 1865, formally abolished slavery, except as punishment for a crime
  • Racist systems then continued through convict leasing, sharecropping, and discriminatory laws

Slavery was not just about unpaid labor. It was a system that required the idea that Black people were less than human. That same logic still shows up today in dehumanizing images and in policies that treat Black communities as disposable.

Violence against Black People and Black Churches

After the Civil War, white supremacist terror was used to keep Black people “in their place.”

  • The Ku Klux Klan and similar groups used lynching, threats, and public violence to create fear
  • Black churches, which have long been centers of spiritual life, organizing, and community, were attacked and burned
  • This violence continued into the twentieth and twenty first centuries

Examples include the 1963 bombing of the 16th Street Baptist Church in Birmingham, Alabama, where four Black girls were killed. More recently, in 2015, a white supremacist murdered nine Black worshippers at Emanuel African Methodist Episcopal Church in Charleston, South Carolina. Many other Black churches have been burned or vandalized, before and since.

These are not random acts. They are attacks on the bodies, spirits, and gathering places of Black people.

Racism against Jewish People in the United States

Anti-Jewish hatred, or antisemitism, has also been part of United States history. Jewish people have faced:

  • Employment and housing discrimination
  • Restrictions at universities and clubs
  • Stereotyping and scapegoating in media and politics

In recent years, the 2018 mass shooting at the Tree of Life Synagogue in Pittsburgh, Pennsylvania, was one of the deadliest attacks on Jewish people in United States history. The shooter was motivated by antisemitic conspiracy theories. There have been many other attacks and threats against synagogues, Jewish schools, and community centers.

Antisemitism is deeply connected to racism and other forms of hatred. All of these systems share a logic that says some groups are dangerous, less human, or a threat to “real” Americans.

Immigration, Racial Profiling, and Who Is Seen as “American”

Racism also shows up when immigration policy is used as a shield for discrimination.

  • Chinese immigrants faced the Chinese Exclusion Act of 1882, which explicitly targeted one ethnic group
  • Japanese Americans were forced into internment camps during World War Two
  • Latino, Muslim, Arab, and South Asian communities have been heavily surveilled, profiled, and detained, especially after September 11, 2001

When American citizens are stopped, questioned, or detained because they “look foreign,” what is really happening is racial profiling. Calling that “immigration enforcement” does not erase the racism behind it.

When Platforms and Leaders Fail to Acknowledge Racism

When racist content appears on a website, a social media feed, or a public platform, there is a basic moral responsibility:

  • Acknowledge that it is racist
  • Apologize for the harm caused
  • Remove it and, if appropriate, fire or discipline the person responsible
  • Commit to better supervision and moderation going forward

If someone refuses to do even that much, they are not just “uninformed,” they are choosing not to see. And if we find ourselves making excuses for clearly racist acts, it may be time to honestly examine our own hearts.

Goodness and Bearing Witness

Buddhism is often associated with inner peace, meditation, and personal transformation. That is important, but so are core teachings about action.

  • See reality clearly
  • Avoid causing harm
  • Develop compassion and wisdom

Seeing Clearly: Ignorance and Awakening

The root of suffering is ignorance or delusion.

“All tremble at violence, all fear death. Comparing others with oneself, one should neither kill nor cause to kill.”

Racism depends on a failure to “compare others with oneself.” It relies on the idea that “they” do not feel as deeply as “we” do, that “they” are less worthy of protection. When we deny racism where it clearly exists, we are participating in ignorance, not wisdom.

Doing Good and Avoiding Harm

Buddhist ethics, or sila, are not just about our private minds. They are about what we say and do in the world.

“Avoid all evil, cultivate the good, and cleanse your own mind, this is the teaching of the Buddhas.”

Avoiding evil does not only mean refusing to personally insult or harm others. It also means not supporting systems or images that dehumanize people. Cultivating good includes speaking up, creating safer spaces, and standing with those who are targeted. “Cleansing your own mind” includes looking honestly at any racism, bias, or indifference that lives in us, and working to transform it.

Bearing Witness

I took vows as a Buddhist Priest which express a commitment to work for the liberation of all beings, not just oneself. One common formulation is:

“Beings are numberless, I vow to save them.
Delusions are inexhaustible, I vow to end them.
Dharma gates are boundless, I vow to enter them.
The Buddha way is unsurpassable, I vow to realize it.”

If beings are numberless, and we vow to serve them all, there is no room to quietly accept that some people are treated as less than human because of their race, ethnicity, or religion. If delusions are inexhaustible, then racism and the denial of racism are exactly the kinds of delusions we are called to confront.

Zen teacher Bernie Glassman, who worked deeply in social justice and interfaith peacemaking, spoke about bearing witness as a core spiritual practice. He described three tenets: not knowing, bearing witness, and loving action.

Bearing witness to racism means we do not turn away. We allow ourselves to truly see the suffering caused by racism, without immediately trying to minimize it, explain it away, or rush past it. From that honest seeing, compassionate action can arise.

Truths

When we put history, ethics, and spiritual practice together, some core truths become clear:

  • Racism causes suffering
    Individuals, families, and whole communities carry trauma from generations of slavery, discrimination, violence, and dehumanization
  • Seeing racism is the beginning of healing
    Refusing to acknowledge it keeps the wound open
  • Naming racism is a moral and spiritual act
    Silence and “neutrality” in the face of obvious harm are forms of participation
  • Bearing witness is part of Buddhist and most Christian practice
    We are asked to see suffering clearly, to stand with those who are harmed, and to let compassion guide our actions
  • Choosing to stop harm is doing good
    Apologizing, changing policies, holding people accountable, and examining our own hearts are all expressions of right action

My Perspective

From my perspective, if you cannot see the racism in racially profiling American citizens under the name of “immigration enforcement,” or in posting the Obamas’ heads on ape bodies, then the work is not out there, it is inside. It is time to pause, to reflect deeply, and to ask what you might be unwilling to see.

If something racist appears on a platform you run, and your response is to deny, deflect, or shrug, that is not spiritual maturity, and it is not ethical leadership. A sincere response would be to say, “This is wrong, it is racist, it causes harm, and I am sorry it happened here.” Then, to take real steps to prevent it from happening again. My practice does not ask me to be perfect. It asks me to be honest, to cultivate compassion, and to keep turning toward what is real, even when it is uncomfortable. Racism is real. The suffering it causes is real. Our responsibility to bear witness and to do good is also real. If we are willing to see, to listen, and to act, then our spiritual practice can become part of healing, rather than part of the problem.


Is Anyone Called to Work in A Concentration Camp

When I was young I wanted to work with what I thought of as the poor and underserved. Over the course of my career, I’ve worked in four types of facilities: mental health facilities, homeless shelters, prisons, and detention facilities. They all share similarities.  I was excited when my first job out of college was at St. Elizabeths Hospital in Washington, DC working on a unit for those who had a mental illness and “no fixed address” which was the systems euphemism for homeless.

The unit and the hospital was largely still as Ervin Goffman described it in Asylums. While the harshest of treatments had long ago ended they were still given donated clothing or hospital purchased clothing to patients and generally not returning their clothing. The food was dismal and best. There were times when the food was so limited that patients checked out against medical advise. The conditions for staff were also not what most would expect. Nursing was chronically understaffed and depended heavily on per diem nurses. There were long periods when nurses were forced to work overtime that could be an additional shift or even an additional day or more. Anyone who thinks forcing people to work multiple shifts of overtime a week improves quality of care or compassion is delusional. I don’t know if any of us complained about or filed protest through official channels or even thought to do so. I do know that many of us donated our used clothing and brought food that we cooked and shared with patients.

I volunteered in shelters and tried to understand what could be done to change a society that allowed so many people experiencing homelessness to go without the medical, mental health, and social services care they needed. There was only one answer, we are still a puritanical society that sees the plight of those experiencing homelessness as just punishment for sloth. I suspect many believe mental illness is a myth and so when the mentally were deinstitutionalized under President Regan with the promise of outpatient care that never materialized people complained and shouted at the wind, but we still don’t have adequate outpatient care?

After three years I ask for and received a transfer to the Federal Bureau of Prisons in Tucson, AZ leaving the care of one group of people held against their will to care for another. FCI Tucson was in many ways a model facility. It was clean, efficiently run, had fully staffed medical and dental clinics, lab, psychology, and pharmacy. The food was good and most of the staff ate the same food as the “inmates”. Those that worked in UNICOR were paid and a commissary was available to purchase things that were not provided. In fact, many of those who were there for illegal reentry into the U.S. would send some of their money home. It wasn’t what I had in mind when I thought of working with the poor and underserved, but there were many similarities to large psychiatric facilities through the prisons seemed better funded and better staffed. We seemed to treat those in prison with more respect and compassion that either those with a mental illness or those experiencing homelessness.

I was in prison and you came to visit me … I tell you the truth, whatever you did for one of the least of these brothers of mine, you did for me.”

It was at FCI Tucson that I began to realize that to make big changes one had to be able to change national policy. The Federal Bureau of Prisons is not luxurious, but most of their federally run facilities comply with the American Correctional Association and National Commission on Correctional Healthcare guidelines. In fact, while I was at FCI Tucson we sought and were accredited by the Joint Commission. If one wanted to be an administrator there was a training program that had to be completed and thus there were standards. Every person working there had to complete annual training and sign off confirming they knew the rules. There will always be bad actors, but they were the exception. In my time there if I ask for anyone to be sent out to the local hospital it was not debated. It happened and generally happened quickly.

In 1997, I became the Health Services Administration at the Buffalo Federal Detention Center. Medical care was run by the Division of Immigration Health Services (DIHS). Many of the people were pending deportation after serving time in prison. When I arrived the medical clinic was still under construction. I hired a physician, two nurse practitioners, an RN, an LPN, two medical records techs, a pharmacist, and a pharmacy tech. We had a dentist and a psychologist that came in on a regular basis. Additionally, we invested in telemedicine equipment which at the time was new and gave us access to other providers. Within fifteen months of opening, we were accredited by the ACA, NCCHC, and Joint Commission. In my time there we had no deaths and provided high-quality care. My biggest complaint was the inability to get patients brought to us in a timely fashion and too often being told someone had been removed from the facility when in fact they were still there.

I became the Chief of Field Operations responsible for administrative oversight of the eleven health clinics in Immigration detention facilities (not contract facilities). I visited most of them and did a thorough review of any deaths. Most of the healthcare staff were U.S. Public Health Service officers and so most were passionate about their work and caring for those in detention. There were exceptions and some people over time became judgmental about the plight of those detained, but in my worst nightmare, the worst case I reviewed, the worst thing ever reported to me doesn’t equal what is happening today with the detained children. More importantly, if any of what is happening now was reported Immigration and DIHS would have immediately sent teams to investigate.

I left DIHS in 2001 after 9/11 when to run the command center for Secretary Thompson’s at the Department of Health and Human Services. I never returned to DIHS and was grateful as I had become increasingly concerned about what I saw as a push to limit the care provided and a move to more contract facilities and more contract staff. Physicians were feeling overworked and nurses were being asked to take on more and more of the care. While I didn’t think nurses were being asked to do anything out of their scope of practice it was a constant battle to not cross that line.  I also knew I was pushing the envelope. I was told at one point, “You will do the right thing no matter the consequences.” It was not meant to be a compliment. The person was angry and my life was becoming more difficult.

In 2007, I went to work for the Administration for Children and Families (ACF) as the director of the Office of Human Services Emergency Preparedness. I worked closely with the Office of Refugee Resettlement( ORR). The reason for the visits was twofold, assess their emergency preparedness and see how they did case management. ORR was considered to have an excellent case management program that moved people from being a new refugee that didn’t speak English to being fully self-sufficient in six months. It was a huge effort that was supported by faith-based organizations. I visited a few of the facilities for unaccompanied children and I did find them depressing, but they were clean, each child had a bed with linens and blankets, age-appropriate clothing, plenty of food, medical care (which I didn’t think was at the level I would have liked), and education though it certainly was not equivalent to elementary or secondary schools in the community. There were around 40 facilities and 1600 beds. They were chronically underfunded even then. What they could do was limited by the funding. Congress and the White House knew it. In fact, the faith-based organizations that ran many of the facilities also knew about the underfunding.

This is my long way of saying I could not believe what I was hearing when the detention facilities were referred to as concentration camps and there was inadequate food, no basic sanitary supplies, inadequate medical care, and children taking care of children. The places I worked and visited were not great, but I called the people working there colleagues and friends. Would we have ever allowed this to happen? I even argued with people the term “concentration camp” was inflammatory and not helpful. When I saw the court recording, the pictures, and heard statements of lawyers I was shocked.

How could healthcare people not speak out? I hope that some of this information is getting out because they are leaking it. Yet, I don’t want to be too quick to forget what it is like to be the nurse in the facility. Each day you go in and see as many people as you can thinking if you aren’t there who will be there to provide the care. You go home and you pray for your patients. Yet the most obvious thing to do is sometimes the hardest. How do stand up to those in charge and say, not on my watch?

I’m outraged, but my outrage doesn’t change the current situation. CDR Jonathan White testified before the Energy and Commerce Committee on February 7, 2019. In his verbal responses, he was clear that people were warned about separating children and parents. He did not address all of the unaccompanied children that cross the border, but I’m sure he was equally concerned about them. Then in April 2019 before the Senate Homeland Security and Governmental Affairs, there was further testimony from CDR White and others.  He appears to care about the welfare of the children and is trying to reunify children that came with parents or family member. In fact, for over a year ago HHS officials have warned about the situation. CDR White clearly states that the problem isn’t of data exchange, but that children were separated. The ORR program was designed for the truly unaccompanied children and not for children separated by the U.S. when apprehended. You can see the disgust on CDR White’s face when he says the issue is that it happened at all. Since July 2018 HHS has been warning the administration and Congress yet there is no positive action.

The Catholic tradition teaches that human dignity can be protected and a healthy community can be achieved only if human rights are protected and responsibilities are met. Therefore, every person has a fundamental right to life and a right to those things required for human decency. Corresponding to these rights are duties and responsibilities–to one another, to our families, and to the larger society.

My question to all of those screaming about the atrocities is what have you actually done to change it? Have you actually written a letter to your representative? Have you donated money to one of the not-for-profits that provide the care at most of the facilities for unaccompanied minors? And to Congress, other than the horrific legislation offered by Senator Graham that ignores the dangers faced by the asylum seekers, Senator Cruz’s Protect Children and Families Through the Rule of Law Act which is more about removal quickly back to the danger they fled, and U.S. Senator John Cornyn (R-TX) and U.S. Representative Henry Cuellar (D-TX-28) who proposed the HUMANE Act has anyone drafted legislation that would actually address the problems in the “concentration camps”?  Is there anyone in the House or Senate that is working together to fix laws that allow this to continue?

If you really think this is inhuman, a concentration camp, and must be stopped then why not work day and night to pass legislation that will stop it? Isn’t that more productive that tweeting? I want to see a Tweet with a link to the legislative fix. I want to see posts about people volunteering with their local churches and community organizations to help support the needs of refugee families. In our parish, it took the hard work of five families to get one family to self-sufficiency. More volunteers are needed in almost every city in the country.

As for the rest of us, here is an interesting fact, anyone in the U.S., any citizen can draft legislation and a member of Congress can introduce it. I will write it if AOC will promise to introduce the legislation. I bet she even has some aides that could help. Likewise, what about all those running for President, where is your draft legislation to fix this?

We don’t need more hypocrisy. We need action that recognizes that our Puritan history must be weeded from our hearts, laws, and policies.

For I was hungry, and you gave me to eat; I was thirsty, and you gave me to drink; I was a stranger, and you took me in. (Matthew 25:35)

 


Don’t Let Wrath and Anger Define St. Louis

The dignity of the human being is fundamental to a moral society. We often hear that human life is under attack from abortion or the police or violent criminals, but I say human dignity and human life are under attack from wrath and anger. Last night people joined together in a desire to see social change and others joined to support friends and the community. Sadly, the night ended with civil unrest turning to violence and destruction. The morning brought out two kinds of people, those that wanted to help the Delmar Loop recover and those that wanted to throw more stones – not the ones that break windows, but the stones that break hearts, spirits, and incite further wrath and anger. Those that come to help have engaged in the community with courage. Those that throw stones have let their fear and anger control them.

Broken Windows

 

We are created as social beings. How we organize ourselves and how we create and enforce laws directly impacts human life and dignity. It is time for us all (young and old, rich and poor, religious and atheist, majority and minority, liberal and conservative) to consider how the labels we assign to ourselves blind us. We all have a duty to work for the common good and we must recognize that if we fail to protect human rights we are failing in our responsibility as members of a community.

It is not necessary, nor helpful, to stand with the police and against the protestors or with protestors and against the police.  By doing so we are labeling them as one and not many. Just as there are police officers that fail in their duties there are citizens that break the trust of the community. Until we recognize and commit to fixing the breakdown in trust and the failure to be good citizens and good neighbors we can protest every day and not solve any problems. Our elected officials and police can shout from their bully pulpits about being tough on crime and not tolerate violence or property damage and will solve nothing. Indeed all that will occur is further division, further fear, and growing self-righteousness on all sides.

Broken windows are symbolic of our broken society that has lost its moral compass. We see it in the vitriolic posts on Facebook and Twitter that encourage people to hate and fear. There are far too few people willing to engage in a compassionate conversation where one is open to listening and willing to consider other perspectives. We also see it in politicians that forget that they serve the whole community and not just their base. They post things that are clearly intended to incite passions and pit groups against each other. Yet that would not work if we let go of our fears and anger.

Today, those that love St. Louis came together in peace and love and helped the community to heal. The message of love and support should inspire us all to do better and to be better. We can begin by embracing this message and work together in a productive manner to change the rules on the use of force and address crime within our community that invariably results in confrontations with law enforcement.

It is time to let go of wrath and anger and be a city of peace and love. If you participate in the die in today let your wrath and anger die there. If you are not participating take the time pray for peace and love. Let us commit to compassionate listening today and every day.

Wrath and anger are hateful things,
yet the sinner hugs them tight.
The vengeful will suffer the LORD’s vengeance,
for he remembers their sins in detail.
Forgive your neighbor’s injustice;
then when you pray, your own sins will be forgiven.
Could anyone nourish anger against another
and expect healing from the LORD?
Could anyone refuse mercy to another like himself,
can he seek pardon for his own sins?
If one who is but flesh cherishes wrath,
who will forgive his sins?
Remember your last days, set enmity aside;
remember death and decay, and cease from sin!
Think of the commandments, hate not your neighbor;
remember the Most High’s covenant, and overlook faults (Sir 27:30-28:7)


Privileged and White Benefits Me and Disadvantages Others

I am privileged and white. I examine my conscience and recognize a need to be an active member of my community and committed to social justice, but that is different than recognizing how my privilege negatively impacts others and how it favors me. It is easy to be an active and committed member of a community, but much harder to reject privilege.

Our laws, policies, and practices intentionally, or maybe unintentionally, favor Caucasians and especially those in upper income levels. I can walk the streets, enter a department store, and walk through a neighborhood without anyone questioning my presence. I’ve never feared the police, been served last, or felt excluded because of my race. When I was active duty the uniform alone resulted in me being given preferential treatment from boarding planes first, to free upgrades, to being treated with respect by total strangers.

We passed laws to protect voting rights not because we wanted to make things equal, but because we needed to end the inequality. No law will end the biases that live one’s soul and so long as that bias is present in human beings there will be those that justify their attempts to keep their privilege intact. No one questions if a Caucasian person should vote, nor are voter ID laws intended to stop people like me from voting. I’ve lived in states that required ID to vote and still haven’t been asked for mine. Voter ID laws are about fear that all others will vote. Essentially we are saying we trust you if you are Caucasian, but we don’t trust others. This may seem like a minor inconvenience that anyone should accept to maintain the integrity of the system, but it also maintains white privilege. I will feel no stress when I go to vote. I know with or without everything I need I will be allowed to vote. Not only does that benefit me, but it disadvantages others. If they, out of stress or fear, do not show up to vote then my vote is favored not just because I showed up, but because my privilege made someone else fear showing up.  How hard would it be to insist that they not only take my ID, but take the time to check it?

Health care is much the same as voting. My privilege results in greater access to care in areas that are convenient to me. Yet, if I lived in a poor or predominantly minority neighborhood almost anywhere in the country I would have less access. The overabundance of health care facilities in predominantly Caucasian areas results in an inadequate number in predominantly minority communities. My privilege has an adverse impact on the access to health care of others. How different would Federally Qualified Health Centers look if all of us had to get our care at one? What impact would it have on health care outcomes if facilities were evenly distributed?

When we consider laws, policies, and practices we need to consider how privilege is not only benefiting us, but adversely impacting others. Standing for justice matters, but not as much as renouncing our privilege.
